The job of this console
Publish a domain policy so requests find the right manager chain, expire with an SLA, and escalate when silent. Simulate a sample request before publish. Pause or revise a policy without rewriting the approval engine.

HR and org administrators. Managers act on My Approvals; they do not author policies here. Employees never see this console.
Filter by domain, create or edit levels, set SLA and escalation, simulate, then publish. Revisit after an org restructure so manager chains still resolve. Use delegation when a person is out — do not clone a whole policy for one absence.
A new leave type needs a two-step chain. Timesheet SLA is too loose before payroll lock. Escalation never fired because the manager field was empty. After org-structure changes, to re-simulate.
Draft a policy, simulate a sample request, then publish.

Policies are workflow configuration — they do not replace domain records. Timesheet chain behavior may also require Work-Time Governance admin.policyManagement.
